Ukraine's martial law has been extended by the President

President Volodymyr Zelensky has extended Ukraine martial law for the next 30 days, beginning March 26.

According to Verkhovna Rada, President signed several wartime laws on March 20, including Law No. 2119, which approved a presidential decree "On Extension of Martial Law in Ukraine."

"The law extends the term of wartime in Ukraine for a period of 30 days beginning at 05:30 on March 26, 2022," according to the announcement.

Russian President Vladimir Putin announced the start of a large-scale invasion of Ukraine on February 24. Artillery, multiple rocket launchers, and ballistic missiles have been used by Russian troops to shell and destroy infrastructure and residential sections of Ukrainian cities and villages.

Ukraine declared martial law for 30 days on February 24, and general mobilization was announced.

The Verkhovna Rada passed a government starts on March 15 that extended martial law in Ukraine from March 26 to March 30 for 30 days. The document was approved by more than 300 parliamentarians. President declared laws are given below-

The Law on Amendments to the Tax Code of Ukraine and other legislative acts of Ukraine regarding the validity of norms for the period of martial law No. 2120-IX (register No. 7137-d).

The law defines the peculiarities of the administration of taxes and fees during the legal regime of martial law, introduced by the Decree of the President of Ukraine No. 64/2022, the implementation of the necessary measures to support military and law enforcement units in repelling the armed attack of the Russian Federation and ensuring the rights and obligations of taxpayers.

Law on Approval of the Decree of the President of Ukraine "On Extension of Martial Law in Ukraine" No. 2119-IX (register No. 7168).

This Law extends the validity of wartime in Ukraine from 05 hours 30 minutes on March 26, 2022, for a period of 30 days.

The Law on Amendments to the Final Provisions of the Law of Ukraine "On the Military Chaplaincy Service" regarding the date of entry into force No. 2131-IX (register No. 7130).

The law will accelerate the creation of the Military Chaplaincy Service and the legislative consolidation of the status of military chaplains as military personnel, the definition of organizational and legal principles of interaction between military formations and religious organizations in the process of ensuring the functioning of the institute of military chaplaincy.

Law on Amendments to Certain Laws of Ukraine regarding State Guarantees under Martial Law, Emergency or State of Emergency No. 2126-IX (Register No. 7133).

The law provides state guarantees to applicants for education, employees of educational institutions, educational institutions, scientific institutions, and their implementation, ensuring maximum assistance in creating a safe educational environment, organizing education, educational process in the form of the safest for life and health of people under martial law, emergency or state of emergency.

The Law on Amendments to the Law of Ukraine "On Ensuring the Rights and Freedoms of Citizens and the Legal Regime in the Temporarily Occupied Territory of Ukraine" in connection with the military aggression of the Russian Federation against Ukraine No. 2138-IX (register No. 7157).

The law provides that the decision on the recognition of the territories temporarily occupied will be taken by the National Security and Defense Council of Ukraine, put into effect by decrees of the President of Ukraine, which will provide an opportunity to quickly respond to changes in the military situation in the country.

The Law on Amendments to the Law of Ukraine "On the Status of War Veterans, Guarantees of Their Social Protection" clarifies the norms regulating the issue of determining the categories of persons recognized as war veterans and family members of fallen Defenders and Defenders of Ukraine No. 2121-IX (register No. 7151).

The law expanded the range of persons assigned to combatants and to persons with disabilities as a result of the war, supplementing them with:

- volunteers of the Territorial Defense Forces of the Armed Forces of Ukraine;

- persons who were part of the volunteer formation of the territorial community and persons who became part of the public formation for the protection of public order and the state border in accordance with the Law of Ukraine "On the participation of citizens in the protection of public order and the state border";

- persons who participated in the activities necessary to ensure the defense of Ukraine, protect the security of the population, and the interests of the state, as a result of the military aggression of the Russian Federation against Ukraine.

The Law on Amendments to Certain Legislative Acts of Ukraine regarding persons with disabilities No. 2122-IX (register No. 7140-1).

The law simplifies the exemption from military service of persons with disabilities of groups I and II and persons caring for such persons with disabilities and sick children.

The Law of Ukraine On Amendments to the Criminal Code of Ukraine and other laws of Ukraine regarding the definition of circumstances that exclude criminal unlawfulness of an act and ensure combat immunity under the conditions of martial law regime" No. 2124-IX (register No. 7145).

The law establishes the legal protection of military command, servicemen, volunteers of the Territorial Defense Forces of the Armed Forces of Ukraine, law enforcement officers who, in accordance with their powers, participate in the defense of Ukraine, persons defined by the Law of Ukraine "On Ensuring the Participation of Civilians in the Protection of Ukraine" by enshrining the concept of "combat immunity" for enshrining in the general part of the Criminal Code the institution of exemption from criminal liability. per:

- loss of personnel, military equipment, or other military property, -

- consequences of the use of armed and other forces in the rebuff of armed aggression against Ukraine or the elimination of armed conflict,

- implementation of other tasks for the defense of Ukraine with the use of any types of weapons (weapons), the occurrence of which, taking into account reasonable prudence, could not be foreseen when planning and performing such actions (tasks) or which are covered by justified risk, except in cases of violation of the laws and customs of war or the use of armed force determined by international treaties, the consent to be bound by the Verkhovna Rada of Ukraine.

The Law on Amendments to Paragraph 4-1 of Section VI "Final and Transitional Provisions" of the Budget Code of Ukraine No. 2127-IX (register No. 6384).

The law provides for the redistribution of expenditures between managers of lower-level budget funds in the system of the State Judicial Administration of Ukraine within the total amount of budgetary appointments under the relevant budget program separately according to the general and special funds of the state budget are carried out by the State Judicial Administration of Ukraine.

Law on Amendments to Certain Legislative Acts of Ukraine on Environmental activities and civil protection for the period of martial law No. 2132-IX (register No. 7144)

The law defines additional tasks of the unified state system of civil protection in the reconstruction period after the end of hostilities:

- the powers of the Cabinet of Ministers of Ukraine, in particular, to approve the annual plan of the main measures of civil protection of Ukraine, including measures in the reconstruction period after the end of hostilities, have been clarified;

- the content and terms of carrying out restoration work on the elimination of the consequences of hostilities during the martial law are determined;

- the powers of military administrations of settlements in the relevant territory are proposed to include "granting permits for the use of subsoil (except oil and gas) in accordance with the list and procedure approved by the Cabinet of Ministers of Ukraine to ensure the defense capability of the state, for a period of not more than one year", it is provided that during the martial law and in the reconstruction period after the end of hostilities are not subject to an assessment of the impact on the restorative environment, the work on the elimination of consequences of armed aggression and hostilities.

The Law on Amendments to Section VI "Final and Transitional Provisions" of the Budget Code of Ukraine and other legislative acts of Ukraine No. 2134-IX (register No. 7166).

The law defines some features of regulating budgetary relations under martial law or for the implementation of measures of general mobilization in accordance with the law.

Law on Amendments to the Law of Ukraine "On the State Budget of Ukraine for 2022" No. 2135-IX (register No. 7167).

The law increased funding for the State Budget of Ukraine at the expense of external borrowings, namely official credit support for the defense capability of the Armed Forces of Ukraine provided by the Government of the United Kingdom of Great Britain and Northern Ireland, and approved additional expenditures of a special fund to the Ministry of Defense of Ukraine to finance the budget program "Development, purchase, modernization, and repair of weapons, military equipment, means, and equipment".
